playoff system my buddy sent me

Buddy sent me this through email.. what do you all think of his system? though some parts look familiar to ideas I've seen before

"Well after some major thought and research I found out the major problem why there is no playoffs in college. There is only one school to blame......... NOTRE GAYASS DAME.. the thought of them in a regular confrence pieced it all together for me and my brain just ran with the rest.... just follow these easy steps and there can be a very competitive professional style playoff at a BCS near you.

step 1. there will be 8 and only 8 twelve team confrences
step 2. Notre dame must join the big ten or big east or whatever confrence they want to make twelve
step 3. any confrence that doesnt have twelve IE Pac ten or big ten or what ever must add any school from any other confrence that doesent have twelve yet IE nevada colorado houston what ever so the eight confrences should be

ACC
Big East with norter dam or additional scrub team to equal 12
Big Ten with nortre dame or additional scrub team to equal 12
Big Twelve
Pac 10
Sec
WAC/Midamerica merger
Confrence USA/Mountain west merger

*note any team that does not make the cut in one of these confrences are not eligible for a bcs title game or a bcs bowl or play these teams in a regular season. the "scrap that is left will get some kind of order and play each other and only play a "confrence team in a lameo bowl game

step 4. after you get the the 8 confrencence with 12 teams each confrence must then break down into sides IE north south east west costal atlantic somthing to where it is six and six

step 5 you must must win your confrence to matter period
this way the confrence champion actually means something first off

during the sheduleing we will play maybe a twelve game schedule
game schedule 5 of the games must be from your halve of your confrence
the other seven games have to be from 1 team from the remaining confrences at the end of the year the best two teams from each confrence play for the confrence championship after all of the conference champions have been decided we enter the playoffs.
the first round of the playoffs is the four main bowl games
check the chart

with a few tweeks this could work

"this is bs my confrence has better schools so i have a tougher time than one of the weaker confrences"

answer well lets look at the nfc west vs the afc north just one year ago the cardinals made the playoffs with an 8-8 while the patriots were sitting home with an 11-5 is this fair YES just because the patriots had a tougher "Conference" they didnt have a good enough record to make it there fault

"what about the fatal three way tie for sub confrence champ"
this is the only harry part. the dreaded rock paper scissor effect well then stregth of schedule vs your outside opponents would have to take place ie who you beat vs who they beat

Pac 10

* means possible added team any other team in that region could replace it
Pac 10 north Pac 10 south
washington state USC
washington UCLA
Oregon Cal
oregon state Arizona
*fresno Arizona State
stanford *nevada"

thats probably where I recognize some of the things in here.. I was trying to figure out where I seen some of this but couldnt think of it.. so I put posted this here

Ugh. Why does everyone get so hard up on making a playoff (or something similar) with conference champs? That's stupid.

Take the 8 best teams. Period. Obviously the debate will be "how do you get those 8 teams?" Who cares. But the winners of the 8 conferences (list above) =/= the best 8 teams in the country.

either o... a play off could work... but crap man... I with Bunger... it's College Ball playoffs arent as easy to create as in the pros

FCS, Division II, Division III and all the other levels of college football don't seem to have an issue... but with that said, it isn't easy because of the millions and millions of dollars already deeply invested in bowl sponsorships, TV contracts, payouts, etc. etc.

In this scenario, why are the BCS 6 going to compromise?

PAC 10, not likely to fudge the academic or endowment standards.

B10, not likely to compromise on academics if ND decided to go to the BE (and given the bball $$$, it's entirely possible ND would go that way.)

Also the BE would need a GIANT expansion to get to 12 for football, not likely that the schools there would be willing to whack up the pie to that extent.

The problem with this is that you have to bring something to the table that is enough leverage against the BCS 6 to force them into the move, if it's in your friend's scenario, I'm not seeing it.
